The following is what I'm working with as a decent baseline for magic damage at the moment. The only unit I can think of that would take more damage would be ballistas - a trickier situation to set up. For the following test I stripped Hain of all his usual equipment in lieu of a runestone. At the beginning of the stage he had just enough experience to be a level 1 High Lord with an experience bar almost completely full. This turned out well as I was expecting to have to grind him to the next class. Unfortunately the fighter just north of their starting position is suicidal. Hain hit level 2 before reaching Baldo just fending off that fool.

Please note that I decided to go with Hain for this because Riana and Larna are missing several direct damage spells and, when combined with their limited availability throughout the game, tilted things in Hain's favor. I have every intention of grinding them to complete spell sets in the interest of making certain nothing wonky is going on.

Stage 1

Hain - L2 High Lord, no equipment

vs. Baldo L4 Fighter, no equipment

M. Arrow  = 1 Blast = 10 Thunder = 3 Fireball = 2 Meteor = 6 Tornado = 3 Earthquake  = 7 Blizzard = 3

vs. Baldo's Soldiers

M. Arrow = 1 Blast = 10 Thunder = 3 Fireball = 2 Meteor = 5 Tornado = 3 Earthquake = 6 Blizzard = 3

All spells were cast with the target at full health. I do find it funny that the basic soldier has better magic resistance then their lowly fighter commander. I understand the reason why that is: because soldier units have to be balanced for a spectrum of commanders but it's still a bit funny.

Oh yes, and I suspect the base damage for Blast is actually greater then 10. The following is Riana from a prior test.

Stage 24

Riana - L10 Summoner, no equipment [damage modifier = 3]
vs.
IGeneral - L7 Wizard, Wand, Orb

Blast = 2 Thunder = 1 Fireball = 1 Meteor = 1 Tornado = 1 Earthquake = 2

vs. IGeneral Wizard's Armored Soldiers

Blast  = 7 Thunder = 3 Fireball = 2 Meteor = 4 Tornado = 4 Earthquake  = 6

Now, the damage of Blast against these two targets, once the damage modifier of 3 is removed, shows an interesting spread and how the game forces any damage dealt to a non-immune target to be a minimum of 1 point.

For comparison on Blast [modifiers removed]: Baldo = 10, Armored Soldier = 4
Fireball: Baldo = 2, Armored Soldier = 1
Meteor: Baldo = 6, Armored Soldier = 1
